Independent Schedule Advisory: From Baseline Acceptance to Monthly Oversight
A practical guide to owner-side schedule confidence for complex capital projects.
Technical insight adapted from a discussion presentation titled “Independent Schedule Advisory Services” prepared under the Tiree name for a Nokia program. This article does not represent a completed CF Consulting assignment for Nokia or an endorsement by either organization.
Why independent schedule assurance matters
Owners need evidence that a contractor's baseline is logical, achievable, transparent and aligned with contractual milestones. Independent review provides structured findings before acceptance and an early-warning mechanism during execution.
1. Test the baseline before acceptance
Review activity logic and sequencing, open ends, constraints, lags, critical path, total and free float, activity durations, milestones and high-risk interfaces. Document findings and provide prioritized recommendations for the project team.
2. Use DCMA 14-point diagnostics appropriately
The Defense Contract Management Agency's 14-point assessment offers a consistent screening lens for logic, leads, lags, relationship types, hard constraints, high float, negative float, high durations, invalid dates, resources, missed tasks, critical path, CPLI and BEI. Thresholds identify questions to investigate; they are not substitutes for professional judgment or contract-specific criteria.
3. Maintain a repeatable monthly review cycle
Receive the native update and narrative; validate status and logic changes; analyze critical-path movement and emerging delay risks; and issue concise monthly findings and recommended actions. Track responses and closeout of prior comments.
4. Report for both executives and schedulers
Useful deliverables include an executive baseline review report, technical comment register, review meeting, monthly progress assessment, and decision-focused follow-up actions.
5. Match the tools to the assignment
Primavera P6 and Microsoft Project support CPM review; TILOS supports linear work; Deltek Acumen Fuse assists with schedule diagnostics; Power BI supports trends and dashboards. Tool selection depends on schedule format, project complexity and client systems.

Standards and professional guidance
Relevant frameworks include DCMA 14-point schedule assessment, the GAO Schedule Assessment Guide, PMI's Practice Standard for Scheduling, and AACE International RP 29R-03 for forensic schedule analysis when applicable. None automatically supersedes contractual requirements.
